Brief of Project on Geo-Land Accounts in Central Asia

(May 2019 – September 2021)

Project Title: Strengthening institutional capacity on integrating geospatial and statistical data, with a focus on land accounts in Central Asia (CA)

1.        Objectives

·          To enhance the institutional capacity of CA countries to use geospatial and statistical information, with the focus on land accounts;

·          To foster institutional partnership between national statistics offices and national geospatial agencies to use integrated geospatial and statistical information;

2.        Contributions of Project to:

·          Country program of the Asia-Pacific Plan of Action on Space Application for Sustainable Development 2018-2030;

·          Implementation of the Asia-Pacific Declaration on Navigating Policy with Data to Leave No One Behind, paragraph 5 which calls on countries to strengthen institutional capacities to make use of new, innovative and frontier technologies;

·          Provide preliminary data to Sustainable Development Goal 15 (life on land) indicators of selected pilot country (for example, SDG 15.1.1: forest area as a proportion of total land area, SDG 15.3.1: proportion of land that is degraded over total land area through desertification, drought, flood); and

·          Implementation of the System of Environmental-Economic Accounts (SEEA) in Central Asia.

3.        Project Outcomes

a.       Pilot countries in Central Asia region have identified steps to address national gaps and challenges in using combined statistical and geospatial data related to land account. 

4.        Outputs of the Project

a.       Assessment report of Central Asian countries on current land statistics and its relevant challenges

a.       using statistical and geospatial data

b.      Strengthened awareness and institutional capacity on framework, tools, models, methodologies, policies and good practices on statistical geospatial data for land accounts,

a.       which includes the United Nations System of Integrated Environment and Economic Accounting (SEEA), the UN-GGIM Framework for Integration of Statistical and Geospatial Information, and the Asia Pacific Plan of Actions for Space Applications for Sustainable Development 2018-2030;

c.       Pilot country report on preliminary land accounts, including current systems, challenges, and proposed steps combining statistical data and geospatial data for land accounts;

5.        Key Activities of the Project

a.        Assessment of country reports on current land statistics and its relevant challenges

·          Provide national statistics offices, the national geospatial agencies and other relevant agencies of Central Asian countries with a diagnostic tool and template (patterned after ESCAP’s environment statistics diagnostic tool) to assist in identifying policy priorities, available information, data sources, stakeholders and institutional mechanisms necessary to develop the land accounts.

·          Analyze collected assessment report submitted by participating countries, which will be presented at the inception workshop.

b.       Organizing inception meeting/workshop (Tashkent, 14-15 November 2019)

·          Key objectives

ü  Present key findings of assessment on status and challenges of land statistics (land accounts) of the CA countries;

ü  Enhance awareness and capacity of participants on framework, models and good practices on integrated use of statistical data and geospatial data, with a focus on land accounts

ü  Share the plan of pilot project in selected countries in Central Asia region; and

ü  Identify pilot country(s)

c.         Capacity building programme in Uzbekistan (Tashkent, 6-10 April 2020)

·          Key objectives

ü  Data in management and decision-making

ü   GIS, spatial analysis

ü  The case for use of spatial data and services based on them in the economy

ü  The use of statistical data and geospatial data for land analysis and information

ü  SEEA basics (invited external expert from UN) - land cover

d.       (2020)

·          Provide resource persons and experts to provide technical support (training, advisory services and guidance) to pilot countries.

e.        Final Workshop (June 2021)

·          Present results of pilot project including preliminary estimates of land accounts, and required actions, and

·          Discuss future plans.
